Meeting Summary - January 9, 2007 - Education Industry Initiative

Welcome and Introductions - Dr. Robert Caret, Chairman, Education Industry Initiative Steering Committee
Dr. Caret welcomed the group and briefly reviewed the December meeting and brainstorming session.

Steering Committee Composition: Who Are We Missing? - Dr. Caret
Dr. Caret reiterated the importance of having representation from all sectors of the education industry, as well as having geographic representation. The group concurred, noting that education institutions in rural areas have unique issues and challenges not shared by education institutions in metro areas.

Brief Review of GWIB Demand-Driven Industry Initiative Process - Sallie Hays, Education Industry Initiative Coordinator
Ms Hays briefly reviewed the five phase industry initiative process for the benefit of those committee members not in attendance at the December meeting.

Phase II of Industry Initiative Process: Research and Assess the Industry - Tim Bibo, Industry Analyst, GWIB Center for Industry Initiatives
Mr. Bibo introduced the steering committee to Phase II of the industry initiative process - research and assessment - including the steps and tasks to be accomplished. The product or outcome of Phase II is a monograph of the education industry in Maryland today.

A preliminary education industry profile, compiled and produced by the Maryland Department of Labor, Licensing and Regulation (DLLR), serves as the starting point for the research and assessment phase. A PowerPoint presentation by Mr. Bibo highlighted details of the DLLR education industry profile important for the research and assessment work. The DLLR publication is available online at the GWIB/DLLR web site (www.gwib.state.md.us)

Develop Work Groups - Dr. Caret/Tim Bibo
After defining the work group categories and scope, Dr. Caret asked the steering committee to divide into four work groups to begin the research phase. The work groups and work group leaders are:

K - 12 - Dan Cunningham, work group leader
Community Colleges - Ray Hoy, work group leader
Higher Education - Paul Lack, work group leader
Trades/Vocational/Technical - Ron Hansen, work group leader

The work group leaders will act as liaisons between the work groups and the steering committee.

The first step of the research and assessment phase is validating the education industry sector. Each of the four work groups brainstormed the following items, based on their individual group/sector (K-12, community colleges, etc.):

(1) Impact - Describe the ways that your education sector is important to Maryland.
(2) Trends - Describe the current trends in the way that your industry sector does business.
(3) Influences - Describe external pressures that directly or indirectly modify the way in that your industry sector's work is done.
(4) Opportunities - What opportunities or assets does Maryland offer to your industry sector?
(5) Challenges - What are some of the current and predicted challenges that your industry sector has encountered and is expected to confront?

The work groups will complete their tasks and submit a written report to Dr. Caret two weeks prior to the next meeting, February 22nd.

Each work group will present the results of their work sessions to the steering committee at the February meeting.

Discussion and Recap of the Meeting - Dr. Caret
Dr. Caret reminded the work groups and their leaders of the need to get their written reports to either Sallie Hays or himself two weeks prior to the February meeting.

The results of the work groups will be incorporated into the education industry monograph. Dr. Caret, Sallie Hays, Jennifer Gajewski and the work group leaders will collaborate on content of the monograph. A Towson University technical writer will assist with writing and production of the monograph.
