The mission of the Governor's Workforce Investment Board is "to guide a nationally recognized workforce development system aligned with the economic and educational goals of the State of Maryland resulting in a qualified workforce available to employers across the state. To fulfill this mission, the GWIB has shifted to a demand-driven workforce development system. This GWIB "cluster-based approach to workforce development" has been recognized by the U.S. Department of Labor as a national model worthy of replication. As a result, in 2004 the GWIB received a grant from the U.S. Department of Labor to establish the GWIB Center for Industry Initiatives.
