Rafael I. Cuebas honorably served in the United States Navy for a period of 21.5 years. Upon retirement from military service, Mr. Cuebas became a Town Manager for a small and fiscally conservative town of 2,000 plus citizens, in rural Alabama; where he ran the day-to-day operations. Mr. Cuebas is also a former planner with six years of experience in community and land use planning and zoning. He was responsible for the land use permitting for all residential and commercial construction in Escambia County, Florida. Mr.
Cuebas, as an employee of Maryland Department of Labor, Licensing and Regulation, was a member of the Governor's Workforce Investment Board-Healthcare Sustaining Committee for 18 months, representing a highly successful veteran's program he developed. Additionally, Mr. Cuebas was the Chair of the Military Healthcare Sub-Committee whose membership was composed of local, state and federal governments and the private sector. Mr. Cuebas earned his Master's Degree in Public Administration and a Bachelor's with a concentration in Human Resources Management from Valdosta State University. |
