The GWIB is Maryland's chief policy-making body on workforce development and is mandated by the Federal Workforce Investment Act. It is a business-led group of approximately 40 members, 51% of whom are from the private sector. It is guiding the state towards a demand-driven workforce system. The scope of the Board was expanded beyond the Federal Workforce Investment Act by executive Order to encompass all components of the workforce development system.

GWIB By-Laws

The Maryland General Assembly has mandated that the Board adopt the responsibility of reviewing the entire workforce development system to "identify inefficiencies within the State’s own workforce development delivery system" for the purpose of improving the system and reducing cost. The Board took a unified, positive approach by working with Maryland’s Sub-cabinet, composed of senior executives from each of the partner agencies, to identify opportunities for improvement. The GWIB submitted its final report on June 30, 2004.

GWIB also has several active committees. Those are:
 
The Executive Committee is comprised of 8 GWIB members. The committee develops recommendations to the Board in the area of strategic planning, policy recommendations and operations. One of their primary duties is to develop the agenda for full board meetings.
 
The Subcabinet is comprised of senior officials from the GWIB’s partner agencies. The Subcabinet’s purpose is to coordinate workforce development programs and policies to meet the demands of the Maryland Industries.
