The Governor's Workforce Investment Board's Aerospace Leadership Committee is comprised of industry, government, and the educational entities invested in Maryland's aerospace system. The "industry leader" for this committee, Harold Stinger, Chairman, SGT, Inc., represents the committee on the Governor's Workforce Investment Board. The Aerospace Leadership Committee engaged a broad range of partners including private companies, professional associations such as the American Institute of Aeronautics and Astronautics (AIAA), educational institutions and state government. NASA, a federal partner, is one of the committee's most engaged and highly active members of the leadership committee. Partnerships were formed between AIAA and the Maryland State Department of Education to determine how to enhance the education system's ability to inspire young people to enter careers in science and technology and sustain them during their education careers. Partnerships such as this represent a unique resource for the state; educators sustain students in pursuing their education through such initiatives as "Project Lead-the-Way," and private industry employs unique solutions to workforce issues.

Aerospace Vice Chair Harry Solomon, Program Director, SGT, Inc.

Harry Solomon, Program Director, Stinger, Ghaffarian Technologies (SGT, Inc.)

Mr. Solomon has over 35 years of experience in support of aerospace and NASA programs, and has been a member of the GWIB Aerospace Industry Initiative since 2005; serving as the Chair since 2009. He began his career with Westinghouse Defense and Electronic Systems Center in Baltimore (now Northrop Grumman), and held subsequent positions with RCA Aerospace, Bendix Field Engineering Corp, AlliedSignal Aerospace (now Honeywell) and Computer Sciences Corporation. He joined SGT, Inc, of Greenbelt, Maryland in 1996, shortly after its inception.

As a Program Director at SGT, Mr. Solomon manages SGT's contract work in support of the NASA/Goddard Space Flight Center in Greenbelt, MD, as well as other NASA Centers nationwide, including the NASA Shared Services Center in Mississippi. In addition to program management responsibilities, he is also actively involved in SGT's business development, contract start-up, and corporate marketing efforts.

Aerospace Industry Leader Harold Stinger, Chairman, SGT, Inc.

Harold Stinger, Chairman, SGT, Inc.
Harold Stinger is an accomplished engineering professional and entrepreneur. Mr. Stinger has over 37 years experience in systems engineering, specializing in satellite telemetry reduction systems, photographic laboratory processors, and communications equipment. Prior to founding SGT, in 1994, Mr. Stinger held progressively responsible management positions in the engineering field with companies that included Computer Sciences Corporation and Lockheed Martin. He has held key positions on numerous NASA missions, beginning in the late 1960s, and continues to provide guidance and insight to SGT's engineers supporting NASA projects underway today.

Mr. Stinger holds a Bachelor of Science degree in Engineering and an Honorary Doctorate from Capitol College.

Mr. Stinger is the past President of the Maryland Space Business Roundtable. He is on the board of Trustees at the Capitol College in Laurel, Maryland, and on the Board of Directors at the Washington Bible College & Capital Bible Seminary in Lanham, Maryland. Harold is a member of NASA's Minority Business Resource Advisory Committee and is the Committee Chairman of the Aerospace Sector for the Maryland Governor's Workforce Investment Board. He is a member of the Maryland Math and Science Coalition. Harold is Director of the Washington Section of the IEEE, and is a member of numerous other professional organizations.

 
Aerospace Industry Leader John M. Belcher, Chairman and CEO, ARINC

John M. Belcher, Chairman and CEO, ARINC
John Belcher came to ARINC in 1997 as President and Chief Operating Officer, and in 2002 was appointed Chief Executive Officer of ARINC Incorporated. In 2004, he was also named Chairman.

John has more than 30 years of experience in the aviation, information technology, and defense industries. Previous executive positions include President and CEO, Hughes Aircraft of Canada, Ltd.; Vice President, Hughes Aircraft Company; President and CEO, Thompson-Hickling Aviation; Senior Vice President, PRIOR Data Sciences; Executive Director, Transport Canada; and Director General, Supply and Services Canada.

A leading authority in aviation and air traffic services, John served as Chairman of the Canadian Advanced Technology Association and on the Board of Directors for numerous national trade associations and aerospace technology companies.

He received a BS in applied science from the University of Ottawa and a postgraduate diploma in communications systems engineering from Queen's University.
